CBP Seeks Carriers for New Export Test Program
U.S. Customs and Border Protection is seeking up to nine truck carriers to participate in a voluntary test of electronic export manifests designed to improve cargo visibility and efficiency at U.S. border crossings.
Two-Year Test Scheduled to Begin in 2026
CBP said the Automated Commercial Environment Electronic Export Manifest for Truck Cargo Test is scheduled to begin Oct. 23, 2026, and is expected to run for approximately two years.
The test will evaluate the electronic submission of export manifest information for truck cargo through the Automated Commercial Environment. CBP said the initiative is intended to modernize trade processes, strengthen cargo security and improve the flow of freight leaving the United States.
Participation Limited to Nine Carriers
Participation is voluntary and limited to truck carriers. CBP will accept up to nine participants capable of filing through the ACE Export Truck Manifest Trade Portal or through electronic data interchange.
Interested carriers must apply by email and demonstrate that they meet the program’s eligibility requirements. Because participation is capped, submitting an application will not guarantee acceptance.

Advance Shipment Information Required
Participating carriers will be required to provide initial shipment data at least 24 hours before departure and complete the required records before reaching the final U.S. port of export.
Information included in the test may cover the parties involved in the shipment, driver details and the authorized U.S. port where the truck will cross the border into Canada or Mexico.
For cargo shipped “to order of” a named party, the named party must be reported as the consignee. If another commercial party is listed on the bill of lading for delivery or contact purposes, the carrier must also provide that party’s identity and contact information in the notify-party field.
