Federal regulators are investigating whether Tesla’s new Cybercab robotaxis comply with U.S. motor vehicle safety requirements, just one day after the company began offering rides in the vehicles in Austin, Texas.
The National Highway Traffic Safety Administration said it is reviewing Tesla’s deployment of the two-seat, fully autonomous vehicles, which do not have traditional steering wheels, brake pedals, or side and rearview mirrors. Those features are normally found in passenger vehicles and are addressed by federal safety regulations.
The investigation focuses on whether Tesla was in full compliance with federal rules when it placed the Cybercabs into commercial service. NHTSA said it plans to audit the process and technical information Tesla used to certify the vehicles.
Before the launch, Tesla said it relied on the standard self-certification process used by automakers to show that its vehicles meet federal safety standards. Under that system, manufacturers certify that their vehicles comply with applicable rules rather than waiting for the government to approve each vehicle before it enters service.
NHTSA is now examining whether Tesla properly determined which standards apply to the Cybercab and whether the company’s supporting technical data justify that certification. The agency said some federal requirements address equipment such as steering wheels and brakes, raising questions about how those rules apply to a vehicle designed to operate without a human driver.
The probe does not represent a final finding that the Cybercab violates federal law. Instead, it is an examination of Tesla’s certification process and the vehicle’s compliance with federal motor vehicle safety standards.
For professional drivers and the broader trucking industry, the investigation illustrates the regulatory challenges that arise when vehicles are designed without the controls traditionally used by human operators. Trucks and passenger vehicles have long been built around a driver who can steer, brake, monitor traffic, and respond to changing conditions. A vehicle that removes those controls must address safety requirements through other systems and design features.
The Cybercab’s launch in Austin marks an important test of how existing federal rules apply to autonomous commercial vehicles. NHTSA’s review could help clarify how manufacturers are expected to certify vehicles that do not follow conventional designs, including how occupant protection and vehicle control are addressed when no human driver is present.
Tesla has indicated that it intends to offer paid rides in the Cybercabs. The vehicles were displayed in Austin near the Tesla factory as the company began its commercial deployment there.
The agency’s review will examine the process Tesla used to certify the vehicles, as well as the technical data supporting that certification. It will also consider whether the Cybercabs meet the applicable federal requirements despite lacking equipment commonly required in conventional automobiles.
Until NHTSA completes its work, the agency has not said whether the Cybercabs will need design changes, additional documentation, or other measures. The investigation remains focused on regulatory compliance as Tesla expands its driverless taxi operation in Austin.
