Panama Canal Eases Ship Restrictions Amid Growing Water Concerns

Panama Canal reverses planned draft restrictions as water conditions improve
The Panama Canal Authority has postponed a planned reduction in the maximum authorized draft for vessels using the Neopanamax locks, allowing the largest ships to continue transiting at the current 48-foot limit.
The reduction to 47.5 feet had been scheduled to take effect Oct. 1. Canal officials delayed the change after reviewing Gatun Lake levels and updated weather projections. The authority said it will continue monitoring conditions and provide advance notice of any future changes affecting vessel draft requirements.
The decision gives container lines and other ocean carriers more certainty as they plan voyages through one of the world’s most important trade routes. A shallower draft can force large vessels to carry less cargo, potentially affecting vessel rotations, port schedules and the movement of containers through inland transportation networks.
For truck drivers and other surface transportation workers, the canal’s draft policy can have effects well beyond the waterway itself. Changes in vessel capacity or transit schedules can alter the timing and volume of containers arriving at ports, influencing drayage demand, terminal activity and inland freight flows.
The Panama Canal currently allows about 38 vessels to pass through each day. Demand has increased in recent months as disruptions tied to the conflict involving Israel and Iran have affected use of alternative routes, including the Suez Canal, according to information provided to Reuters.
The canal has also been weighing broader measures to conserve water. Earlier plans called for reducing the number of daily transits from an average of about 36 to 34, followed by a possible reduction to 32. The waterway had been operating below its approximate maximum capacity of 40 daily crossings.
Those measures were considered because the canal depends on freshwater from Gatun Lake and other watershed resources. The same system supplies drinking and other public water services for communities in Panama, making the canal’s operating decisions a matter of both transportation and public water management.
Each vessel passage through the locks uses freshwater to raise and lower ships between the Atlantic and Pacific sides of the isthmus. Much of that water eventually flows into the ocean. During severe drought conditions, conserving water becomes necessary to protect both canal operations and civilian supplies.
Panama experienced significant restrictions during the 2023 drought, when the number of daily transits fell sharply from normal levels. Draft limits were also imposed on vessels using the Neopanamax locks. During the dry season, draft changes are generally announced in 12-inch increments, with advance notice intended to give carriers time to adjust voyage plans.
Concerns returned in 2026 as rainfall in the canal watershed remained below historical averages. Rainfall since April was reported to be about 30% below normal, while lake levels began falling sharply. Those conditions raised the possibility that another El Niño weather pattern could create additional pressure on Panama’s freshwater supply.
El Niño occurs every two to seven years and is associated with warmer-than-average ocean surface temperatures in the central and eastern equatorial Pacific. In Central America, the pattern can contribute to reduced rainfall and drought, although its effects vary by region and season.
Despite those concerns, canal officials told Reuters that they were not planning vessel passage restrictions for the remainder of 2026, even if El Niño develops during the second half of the year as forecast. The authority’s latest draft decision suggests that current water conditions and projections are sufficient to maintain the existing 48-foot limit for now.
The decision also matters for military shipping. The Panama Canal is an important route for U.S. Navy vessels, including large Neopanamax amphibious ships. Maintaining the current draft limit avoids an immediate change for those vessels as well as for commercial ships.
For carriers, the immediate result is straightforward: ships that meet the existing requirements can continue planning canal transits without reducing cargo loads because of the postponed draft cut. The authority’s broader water-conservation policies, however, remain important for future schedules and capacity.
Canal officials have emphasized that conditions can change quickly during the dry season. They will continue evaluating lake levels, rainfall and weather forecasts before deciding whether additional draft or transit restrictions are necessary.
