Truckers Demand EPA Emissions Rules Be Scrapped Entirely

Truckers sound off on EPA emissions rules, with calls for total elimination

Owner-operators responding to a recent Overdrive poll made their position clear: Many believe the Environmental Protection Agency’s planned 2027 heavy-duty emissions requirements go too far, and some want the rules eliminated altogether.

The poll was conducted as the EPA reevaluates the Biden-era Heavy-Duty Engine and Vehicle rule. The agency’s review is expected to produce changes that give truck and engine manufacturers more flexibility, but the proposed revisions do not fundamentally change the rule’s core nitrogen oxide, or NOx, limits.

Forty-three percent of respondents said the EPA should completely eliminate the 2027 NOx regulations. Another 40% said the extended emissions-warranty requirements should remain in place. Other respondents called for a compromise that would preserve environmental gains while reducing the financial and operational burden on truck owners.

The results reflect a broader debate over how quickly emissions standards should tighten, who should pay for the required technology and how reliably newer emissions systems perform in real-world trucking operations.

EPA plans changes while keeping the 2027 start date

EPA Administrator Lee Zeldin announced in March 2025 that the agency was reevaluating the 2022 rule, which applies to heavy-duty engines and vehicles beginning with model year 2027.

EPA has indicated that it plans to retain the model-year 2027 start date while making major changes to the program’s requirements. The agency has said the revisions could lower the cost of new heavy-duty vehicles while continuing to protect public health and the environment.

The original rule calls for NOx emissions to fall to 0.035 grams per horsepower-hour during normal operation, 0.050 grams at low load and 10 grams at idle. The normal-operation limit represents a reduction of more than 80% from the current standard.

The rule also expanded the required useful life of emissions-related equipment and increased emissions-system warranty obligations. The original requirements would have extended useful life from 435,000 miles to as much as 650,000 miles and increased warranty coverage from 100,000 miles to as much as 450,000 miles.

Under the changes being considered, the extended useful-life requirements would be delayed until model year 2030, while the expanded warranty requirements would be removed. The proposal also would permanently end engine derates triggered by certain diesel exhaust fluid, or DEF, faults and provide manufacturers with more time to achieve full compliance.

The precise details remain subject to the federal rulemaking process. EPA has said it expects to propose a rule in spring 2026 that would take effect the following model year, while maintaining the 2027 start of the emissions standards.

Industry groups seek a longer delay

The EPA’s decision to retain the 2027 timeline falls short of what major trucking organizations have requested.

The American Trucking Associations, National Tank Truck Carriers, Truckload Carriers Association and 49 state trucking associations asked EPA to delay implementation until 2031. In a letter to the agency, the groups cited substantial compliance costs and operational burdens at a time when carriers and owner-operators are already dealing with difficult market conditions.

The groups also called for a full reconsideration of the rule’s NOx limits, warranty obligations, useful-life requirements and related technical provisions.

ATA Vice President of Energy and Environmental Affairs Patrick Kelly said the association supports EPA’s effort to reduce the cost of new trucks but urged the agency to add flexibility to the rule.

“Heavy-duty truck emissions have been reduced by 99% since 1970,” Kelly said. He added that achieving another reduction of more than 80% would require costly emissions-control equipment that has not been fully proven in the marketplace.

For truck owners, the concern is not limited to the purchase price of a new tractor. Emissions-system repairs, downtime, diagnostics and the availability of qualified service can affect a truck’s operating costs over its entire service life.

Drivers focus on DEF and aftertreatment costs

Many poll respondents specifically criticized DEF systems and other components used to meet current emissions standards. Several called for DEF, exhaust gas recirculation, diesel particulate filters and selective catalytic reduction systems to be eliminated or substantially simplified.

One owner-operator said he had spent $38,786.42 on DEF-related repairs over an 18-month period, including five separate repair events. The driver said only one of those incidents resulted in a derate and questioned whether eliminating derates would address the underlying problems.

Other respondents said DEF can crystallize, create maintenance problems and leave a truck out of service. Some argued that emissions equipment has reduced reliability and increased the cost of owning older trucks, particularly for small fleets and independent operators working under weak freight rates.

Several drivers called for a return to emissions requirements from earlier model years, while others said the EPA should eliminate the 2027 rules but retain the progress made by current engine designs. One respondent pointed to recent improvements in the Paccar MX-13 and Cummins X15 engines as evidence that manufacturers have already made significant emissions and efficiency gains.

Some respondents also advocated for a return of broader glider-kit production. Glider kits are new truck chassis sold without engines, allowing buyers to install an engine separately. Emissions rules that took effect with model-year 2018 engines sharply restricted the market for glider kits that did not meet current standards.

Environmental gains remain part of the debate

Not every response called for eliminating emissions controls. Some readers said EPA should seek a balance between cleaner air and the costs imposed on truck owners. That balance is central to the ongoing rulemaking.

The original 2027 requirements were designed to address emissions during low-load, idle and cold-start conditions, when aftertreatment systems may not operate at peak efficiency. Longer useful-life and warranty provisions were intended to keep trucks compliant as they accumulated mileage and aged.

Trucking groups and individual drivers now want EPA to examine whether those benefits justify the cost, complexity and reliability concerns associated with the rule. The agency’s forthcoming proposal is expected to provide more detail on how manufacturers and truck owners would be affected while leaving the 2027 compliance date in place.

For professional drivers and small fleets, the outcome will influence the cost of new equipment, repair exposure and the practical choices available when replacing older trucks. Until EPA issues its formal proposal, the final shape of the revised requirements remains unsettled.
