Numerous roads are already closed in parts of east-central Ohio, including areas near **Caldwell, Philo, Cumberland, and Sarahsville**, where **1–3 inches** has fallen. – **Northeast Tennessee & southwest Virginia:** Flash flooding from thunderstorms threatens **I-81** between the Kingsport/Bristol area and Abingdon, including low-water crossings and underpasses. Warning expires **8:30 PM EDT**.
