**Ohio & northern West Virginia:** Flash flooding from thunderstorms is affecting northeastern Washington County, OH, plus northeastern Pleasants and west-central Tyler counties, WV, including Point Lookout and Arvilla. Up to 1 inch has fallen, with another inch possible through **5 PM EDT**. Flooding may cover streets, underpasses, highways, and low-lying areas.
Additional flooding is closing numerous roads in southwestern Guernsey, southeastern Muskingum, and northwestern Noble counties, OH, including the Philo, Cumberland, Chandlersville, and Ruraldale areas. **1 to 2.5 inches of rain** has fallen; flooding concerns continue until **6:30 PM EDT**.
**Central Arkansas:** A severe thunderstorm moving east at **45 mph** is impacting Conway, northeastern Yell, and southeastern Pope counties, including near Russellville, Atkins, Morrilton, and Pottsville. Expect wind gusts up to **60 mph** and penny-size hail through **1:15 PM CDT**. Watch for downed trees, debris, and sudden crosswinds.
